现就神华物资集团有限公司（以下简称采购人）神华物资集团2013年新疆煤基新材料项目-一次压缩机组和二次压缩机组的相关货物及服务进行国内公开招标，邀请合格投标人提交密封投标。

一、资金来源：自筹

二、招标内容：

1-神华物资集团2013年新疆煤基新材料项目-一次压缩机组和二次压缩机组;

三、合格投标人必须符合以下条件：

1) The Bidders shall be long-term experienced manufacturers of Primary / Booster Compressor & Hyper Compressor, and shall provide supporting evidence which indicates its technical and production capacity for the bidding equipment.

投标人应是长期从事制造一次压缩机组和二次压缩机组的制造商，并需提供投标产品的技术及生产能力的支持资料。

2) The Bidder has the finance, technical and production capability of necessary to perform the contract. And shall provide the audited financial statements (including balance sheets, profit and loss account and cash flow statement) of the last three years (2009-2011) of the Bidder, in which each annual total volume of business of the last three years shall not lower than three times of the bid price. (In case the documents of 2011 is not available, then that of 2008~2010 should be provided instead.)

投标人已具备履行合同所需的财务、技术和生产能力。投标人须提供近三年（2009-2011）经会计师事务所审计过的财务报表，包括资产负债表、损益表和现金流量表。近三年（2009-2011）的年营业额不得低于本次投标金额的三倍。（如果不能提供2011年的财务报表和财务审计报告，请提供2008~2010年的相关文件。）

3) The main equipment (Primary / Booster Compressor & Hyper Compressor) recommended in bidders’ proposal should have successful supply and running experiences of no less than 200,000 tons/year LDPE/EVA plant in China.

投标人为本项目推荐的主要设备（一次压缩机组和二次压缩机组）应在中国国内同时具有20万吨/年及以上规模LDPE/EVA装置供货、成功运行业绩。

4）that, the Bidder shall provide the bank credit reference letter issued within three months prior to the time of bid opening in original or its copy.

投标人应提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件。

5) The Bidder shall not be in either a condition of liquidation, assets being taken over or frozen, or being bankrupt;

投标人没有处于被责令停业、财产被接管、冻结、破产状态。

A bid with any discrepancy in the above qualifications of the Bidder will be rejected as non-responsive.
