Entrusted by PT. Shenhua Guohua Lion Power Indonesia, China Shenhua International Engineering Co., Ltd. intends to invite eligible Bidders to bid for Special Utilities for Shenhua Guohua Sumsel-1 2×350MW Coal-fired Power Generation Project. 一、项目编号：CSIE16053044 I. Project Number:CSIE16053044 二、项目名称：神华国华印尼南苏1号2×350MW燃煤发电新建工程专用设施项目。 II.Project Name:Special Utilities for Shenhua Guohua Sumsel-1 2×350MW Coal-fired Power Generation Project 三、投标人资质要求 III.Bidder Qualification 投标人应同时满足下述条件才允许参加投标：
Bidders are allowed to participate in the bid only when they meet the following conditions: 中国境内投标人应是在中华人民共和国注册并具有独立法人资格；
The Bidders inside P. R. China shall be registered in P. R. China, and have the qualification of independent legal persons; 中国境内投标人应具有电力工程施工总承包二级（含）以上或送变电工程（输变电工程）专业承包二级（含）以上资质，同时应具有二级（含）以上承（装、试）电力设施许可证；
The Bidders inside P. R. China shall have a qualification of level 2 (included) or above for general contracting of electric power projects construction, or have a qualification of level 2 (included) or above for professional contracting of power transmission and transformation projects (transmission and distribution projects), meanwhile, shall have a permit of level 2 (included) or above for contracting (installing, commissioning) the electric power facilities; 中国境内投标人近五年内具有印度尼西亚共和国境内至少3个275KV及以上送变电工程施工总承包业绩；(含征地)
The Bidders inside P. R. China shall have the general contracting performances（included Land Acquisition）in the construction of at least 3 275KV or above power transmission and transformation projects in the Republic of Indonesia during recent 5 years; 中国境外企业若参与本项目投标，其资质条件必须满足：
If the enterprises outside P. R. China will participate in the bid for this project, its qualification conditions must satisfy the following: (4.1)是所在国注册的独立法人； It is an independent legal person registered in the host country; (4.2)具备注册国行政主管部门颁发的行业营业执照及资质证书（印尼七级资质）； It shall have the industrial business license and qualification certificates issued by the competent administrative authorities in the country where it is registered (forIndonesia, it must have a level 7 qualification.); (4.3)近五年内有类似工程业绩； Performances in similar projects during recent 5 years; (5)本次采购不接受联合体投标。 The bid by consortium will not be accepted for this procurement. 三、采购内容 III.Scope of Procurement 1.工程范围：
Scope of theProject: 新建一条双回路，直线距离长约78km，同塔双回路架设。接入Betung变电站275kV配电装置，新扩建的两个275kV出线间隔。具体工程范围参照第三章 技术要求
Provide a new double-circuit line which straight length is 78km or so and is erected on same towers.This line will be connected to the 275kV switchgears of Betung substation and two new 275kV outgoing bays. Refer to Section III Technical Specifications for details on the scope of works 2.承包商工作范围：
Contractor's Scope of Works: 包括但不限于如下工作范围，具体内容参见第三章 技术要求：
The Contractor's scope of works shall include, but not limited to, the following (Refer to Section III Technical Specifications for details on the scope of works): (1)项目工程勘测、规划设计和施工图纸设计，并取得PLN的批准；
Project survey, planning, basic design and detailed design and obtain approval from PLN; (2)购地及输电线路通道范围内树木采伐、农作物补偿、植被恢复、房屋拆迁和场地清理等；
Land acquisition, clearing of trees, crop compensation, vegetation restoration, housing demolition and site clearing within the power transmission corridor; (3)拆除和重建，包括执行检查和批准项目可能影响到的现有输电线路和电信线路的修改、跨接等手续；
Demolition and reconstruction, including the modification and crossing of existing power transmission and telecommunication lines which will be influenced by the performance of inspection and project; (4)采购和供应所有设备和材料；
Procurement and supply of all equipments and materials; (5)项目施工、安装、测试和调试及接入PLN电网；
Project construction, installation, testing and commissioning and connection with the PLN's power grid; (6)现场安全、质量和进度的管理和协调；
Management and coordination of site safety, quality and project progress; (7)办理项目所在国要求的与项目相关的包括环评在内的各种许可；
Obtaining various permits related to the project and required by Indonesian governments, including EIA; (8)竣工图纸定案、组织最终验收、启动试运行并移交雇主和PLN运行；
Submitting as-built drawings, organizing final acceptance test, startup, trial operation and handing the project over to the Employer and PLN (9)合同要求的其他事项
Other matters defined in the Contract 3.报价原则：
Quotation Principles: 项目承包为固定总价，报价人的报价应包含但不限于项目实施的征地、项目勘察设计、设备和材料、劳务、管理、安装、维护、配合PLN试验、利润、税金及印度尼西亚政策性文件规定的各项应有费用。合同价格在项目实施期间不调整，除因合同特殊规定外。
Bidders shall quote a fixed total price. Such total price shall include, but not limited to, the cost for land acquisition, survey, design, equipments, materials, labor, management, installation, maintenance, testing with PLN, profit, tax as well as the costs specified in the polity documents issued by Indonesian governments. The Contract Price will be fixed during the execution of the project, unless otherwise specified in the Contract. 4.项目工期： 开工日+35个月
