中国神华国际工程有限公司（以下简称“招标机构”）受神华宁夏煤业集团有限责任公司（以下简称“招标人”）的委托，就神华宁煤400万吨/年煤炭间接液化项目空分装置设计、供货和服务进行国际公开招标，现邀请合格的投标者进行密封投标。

Being entrusted by Shenhua Ningxia Coal Industry Group Co., Ltd. (hereafter called “Tenderee”), China Shenhua International Engineering Ltd. (hereafter called “Tendering Agent”) invites a sealed bid from eligible bidder to supply the Engineering, Supply & Service of Air Separation Unit for Shenhua Ningxia 4 Million t/a CTL Project.

1. 招标范围:空分装置（单套101,500 Nm³/h氧气（O₂），共12套）设计、供货和服务。

本招标范围分为标段-A和标段-B两（2）个标段，每个标段为六（6）套【单套101,500 Nm³/h氧气（O₂）】空分装置。

Bidding Scope：Engineering, Supply & Service of Air Separation Unit (each set 101,500Nm³/h O₂, total 12 sets)

It is divided into two (2) packages(Package A and Package B)for the Air Separation Unit in the Bidding Scope and each package consists of six (6) sets (each set 101,500Nm³/h O₂).

1. 购买招标文件时间：2012年7月18日起至2012年8月19日止，每天上午8:30-11:30（北京时间），法定节假日除外。

Time of Selling ITB Documents:8:30-11:30am and 1:30-4:30pm (Beijing time), starting from July 18th, 2012 to Aug. 19th, 2012, except for public holidays.

1. 招标文件售价：每包每套人民币5000元整（大写：人民币伍仟元整）或800美元（大写：捌佰美元整），售后不退。招标机构同时提供电子版的招标文件。若纸制文件与电子文件有差异，以纸制文件为准。

Price of ITB Documents:A complete set of ITB Documents (including electronic version) may be purchased by any interested Bidder upon payment of a non-refundable fee of RMB 5000 (RMB Yuan five thousand only) or USD800 (US Dollars eight hundred only) for each package. If there is any discrepancy between paper and electronic version, paper version will prevail.

1. 投标截止时间和开标时间：根据招标人要求，投标人的投标文件须于2012年8月20日上午10:00（北京时间）之前递交至开标地点，如有变化，另行通知。逾期收到或不符合规定的投标文件恕不接受。不接受邮寄方式提交投标文件。

The Deadline for Submitting Bids/Time of Bid Opening:At 10:00am(Beijing Time), Aug.20^th, 2012. The bids arrived later than this time or the bids in disagreement with requirements will not be accepted. Mailing Bid Document will not be accepted.

Place of Bid Opening:Conference room on the 4th floor of Fengzhan Hotel, B57# Andingmenwai Street, Dongcheng District, Beijing, China. (Any changes will be informed)

1. 标前澄清答疑方式：投标人应在投标截止期7天前以书面方式将问题提交至中国神华国际工程有限公司，对上述规定期限后投标人提出的问题可以不给予回答。

Clarification before Bid Opening:Bidder shall submit written questions of ITB Documents to Tendering Agent seven (7) calendar days before the date of Bid Opening.The questions submitted by Bidder after the date limit above may not be replied.
